China Targeting 45% Jump in Patent Application Filings in 2023 per Annual Budget

On March 28, 2023, the China National Intellectual Property Administration (CNIPA) issued its 2023 Budget (国家知识产权局2023年部门预算).  On the patent side, CNIPA is targeting a 45% jump in invention and utility model patent application filings in 2023 to at least 4.82 million applications versus the 2022 target. CNIPA is targeting to complete examination of at least 1.923 million applications compared with last year’s target of 1.809 million (a 6% increase).  Nonetheless, CNIPA plans to maintain an examination timeline of 16.5 months for invention patent applications.

In terms of trademark filings, CNIPA is targeting examining at least 7.32 million trademark applications, a year-on-year decrease of about 16% compared with last year’s target of 8.7 million.  The examination period for trademarks is targeted to remain at 4 months.
