CNIPA Posts “Development Report on Building a Powerful Country on Intellectual Property Rights (2023)”

On January 18, 2024, China’s National Intellectual Property Administration (CNIPA)  posted the Development Report on Building a Powerful Country on Intellectual Property Rights (2023) (知识产权强国建设发展报告(2023年)) prepared by the Office of the Inter-Ministerial Joint Conference on Building a Powerful IP Country.  The Report “summarizes the progress of the development goals of building a powerful country in intellectual property and the results achieved in building a powerful country in intellectual property” such as the number of high-value invention patents per 10,000 people.

Per the Report, 

The degree of achievement of the eight expected indicators for building an intellectual property powerhouse by 2025 proposed in the “Outline” and “Plan” is generally in line with expectations. Among them, as of the end of 2022, the number of high-value invention patents per 10,000 people reached 9.4, an increase of 1.9 from the previous year; the added value of patent-intensive industries and the added value of copyright industries (2021 value) accounted for 12.44% and 7.41 % of GDP respectively, an increase of 0.47 and 0.02 percentage points respectively over the previous year; the total annual import and export volume of intellectual property royalties reached 387.25 billion RMB, an increase of 2.4% over the previous year, of which the annual export volume of royalties was 88.92 billion RMB, an increase over the previous year of 17.0%; the number of overseas invention patent authorizations reached 50,000, achieving a rapid average annual growth of 11.0% since the “14th Five-Year Plan;” the registered amount of intellectual property pledge financing reached 486.88 billion yuan, an increase of 57.1% over the previous year.

In 2022, courts across the country concluded 543,000 intellectual property cases of various types. The procuratorial organs prosecuted 13,000 people for crimes of infringing on intellectual property rights, and the public security organs investigated cases of crimes of infringing on intellectual property rights and the public security organs cracked 27,000 cases of crimes of intellectual property infringement and production and sale of counterfeit and substandard commodities.
