Chinese Invention Patent Grants Down Almost 21% in First Quarter of 2025; Trademark Registrations Down Almost 15%
Per statistics released by China’s Intellectual Property Administration (CNIPA) on April 15, 2025, Chinese invention patent grants are down 20.99% in the first quarter of 2025 versus the first quarter of 2024. Specifically, the number of invention patents granted decreased by 52,870 to 199,012 grants. Utility model grants also dropped slightly by 2.33% year-on-year to 408,419 grants (down by 11,032 grants). China’s National Intellectual Property Administration Releases 2025 Budget and Targets – Expecting Over 5 Million Patent Applications in 2025
On March 26, 2025, China’s National Intellectual Property Administration (CNIPA) released its 2025 budget (国家知识产权局2025年部门预算) listing performance targets. Some 2025 targets include: receiving over 5.135 million invention and utility model patent applications; lowering the examination period for invention patents to 15 months or less; examining 2.026 million invention patent applications; 4,500 or more people will pass the patent agent qualification examination; examining 5.97 million trademark applications; and the average examination period for trademark registration will be 4 months or less.
China’s National Development and Reform Commission: High-Value Invention Patents per 10,000 People Reached 14
On March 11, 2025, the National People’s Congress approved the China’s National Development and Reform Commission report on the 2024 implementation of China’s economical and social development and draft plan for 2025. Of note, the number of high-value invention patents per 10,000 people reach 14, exceeding the 2025 goal of 12 high-value patents per 10,000 people in China’s National Intellectual Property Administration’s (CNIPA) 14th five-year plan.
